No, they are not chibi's (those are their cousins :D), they are Teenies, here is their story:
Every time a mutant child turns 16, a Teeny is born. They lived on Pluto, but they created an illusion/forcefield around it so that the people on earth thought it was just a block of ice and would leave it alone. But, the rivals between the good teenies and the bad teenies became to much, but, 4 of the Teenies saw this coming, and escaped, they were aiming to land on Venus but crash landed on Earth. They have decided to stay to find the larger versions of themselves.
